Unclear "Enforce the Rules For:"

When I hover over the Skills, Languages, Powers, Feats or Slotted Possessions checkboxes in the "Options" tab, the quick text says "Disable <type> Rules Enforcement". Does that imply that if I check one of the boxes that the rules are disabled or enabled? There's a disconnect in my mind between the heading and the quickhelp.

Yes I forgot to change the help text. Clicking the check box "Enables" the Rules Enforcement.
